Problem with electricity 850 1992

The IAC is on whenever the ignition is on. It might be the electrical portion of the ignition switch that needs replacing. You can check it by slowly moving the key while it is in position II, engine does not need to be running, and see if the instrument panel lights flicker.

Other than that, there is a short somewhere and you are getting stray electrons letting the IAC run and the engine fan off.
