headlight aiming problem 850 1994

I've a `94 850 Turbo wagon. A few months ago, it was involved in a fender bender on the left front side. The fender was replaced. The left headlight now aims a bit higher than it should. I have tried to lower it, but it does not go below where it is, although it does go up and then back down to that position. On the level, it's one mark off of where I think it should be.

Has anyone experienced this?
