Throttle Control C70 1999

Recently I took my car into a Volvo dealer because in the mornings, the car would start up and then die down. Only during the 2nd start try, would the car start normal. The dealer looked at the car for about 2 days and now they said that they would have to replace the throttle control? With me not being a car parts genius...I was just wondering what the throttle control was and what does it do?? Will this replacement hopefully solve my car starting problems in the mornings?? Thanks!!!
