Why do you think Volvos have weak ignition?

All the late model Bosch systems (mid 80's and later 700's and 89 up 240's)are capable of 50K volts if plug wires and other secondary parts are in order.

The lack of high enough kV doesn't make the valves not get sluggish to move in mutiple short run situations. If the plugs get fouled due to low compression, a system capable of 100kV won't see the high side of 2kV if the carbon path on plugs is conductive at 2kV.
