Fan Blower motor 850 1994

1994 850 NA non turbo have a Heater blower motor that won't turn on. I have voltage tot he motor ant fan speed 1,2,3 with recirc off 0.258vDC, with recirc on 1.0vDC at speed 4 recirc off 4.58vDC, recirc on 5.10vDC. Is this suffiecient to spin the motor i dont believe so??? Also is there anything that can prevent it from coming on like a relay or something the high speed relay is working fine, but something is keeping the motor form coming on.
