No Signals/hazards/high beams and a fuse eating, spark breathing fuse box 850

Hello All, A minor issue ( I hope) has arisen with the old 96 850 again, the subject line just about says it all, the signals dont work, the 4-ways are dead, and the fuse box sparks and instantaniously disentegrates the fuse when replaced ( #13 in the box) I'm wondering if it's the signal stalk, the flasher switch/relay, or a more sinister gremlin at work here. Any previous knowledge out there that anyone would be willing to part with? Thank You all, the board and all of the invaluable knowledge here has kept the old gal outta the boneyard before, I'm hoping that again. Thanks to everyone, even if this is a new one on ya!
