Idle Air Control 850

The engine RPM was too high (intermittant).
I yanked the IAC valve and cleaned it with Brake cleaner
some nasty manure colored stuff washed out.
The engine RPMs went down from their high levels,
The engine is running rough at idle. (New ignition parts on the way)
Suddenly the brakes acted up indicating a vacuum crap out.
How do you diagnose a faulty IAC, can it screw up engine vacuum?
