Throttle cable question pre 1999

I can't find a good picture anywhere that shows the throttle cable hooked up to the spindle at the throttle body. There is room for 2 cables, the larger one to the right and a smaller one on the left side.

I had always assumed that the other unused spindle was for the kickdown cable, that is computer controled and no longer requires a cable.

On my 1998, the cable is hooked to the small side, which means more effort to push the pedal. The large side appears to need a longer cable, but the adjustment at the cable holder might make up the difference.

Should I be using the large or small spindle? I am thinking of my cruise control which has a hard time maintaining speed into the wind or light hills.
