Throttle cable question pre 1999

After looking a little more, the cable is about 1/2 inch too short to fit on the larger pulley.

Adjust the vacuum servo? I don't mind lifting out the battery tray, but how does the servo get adjusted, or cleaned.

The cruise started to get slow to respond at about the 155K mark during a trip to Chicago. It slowed more than 5mph with any elevation change or headwind gust. It does take a longer time to "grab" the gas pedal when setting it.
