Rotors & Brakes gone after 18K miles C70 1999

After 18K miles my mechanic informs me that I need new front rotors & brakes. This seems a little soon for a new car. This is not a question of whether my mechanic is ripping me off, I looked at them myself. Rotors are warped & pads are gone. I do not do alot of hard driving or racing. I have a couple of questions for the group.

1) Is this normal for Volvo's to chew up their brakes this quickly?

2) Would replacement be covered under warranty (I am assumming that Volvo would just write it off as normal wear)What about the warping issue?, normal wear?

3) I obviously have to replace the components and I have chosen the Power Slot Rotors sold through IPD as well as the PBR brake pads. Does anyone have any experience with these components? What about metallic vs. non-metallic brake pads. do the metallic pads cause squealing?

Any help would be appreciated
