Throttle cable question pre 1999

I found the screw, tightened it a little but haven't tried it out yet.

The Vacuum pump is under the battery tray, about as far away from the switch as it can be. What a dumb place; in the cabin away from the elements would have suited me just fine.
Last time I checked, the elbow was good. Perhaps the pump is getting tired. I will check it out soon.
