Cruse control stops/p0036/p0136/vacuum leak/surging S80

The subject tells it all. I have a 1999 Volvo S80 that is giving me codes p0036 and p0136. I insist it's a vacuum leak because my car has always given me the tall tale signs without giving me codes until now. My cruise control always cuts out, my car surges at about 45-55 MPH if I try to keep it at a steady speed, and if I try to take off sometimes it lags pretty bad. I always have to downshift the car to get it to stop surging. The surging doesn't happen if the cruise control is on (when it works) set at 45-55 MPH. I have replaced my front 02 sensors with Bauch and Lomb ones, my MAF, and others. Like I said, ever since I had the car it has done this, even after I replaced my 02 sensors. Are there any specific vacuum hoses directly related to the cruise control system that are prone to break? Maybe some vacuum hoses that are directly related with going about 50 MPH? Please help. This is so irritating. Thanks
