Front Brakes Grown at Slow Stops S70 2000

I had my front rotors and pads replaced in 6/5/08 at 96,066 miles. I now have
111,100 miles and front brakes have started to grown at stops. Shop says there is still 8mm left and pads dont need replacing and front suspension etc looks good. They were unable to duplicate sound until I rode with them in the car...
now they say replace pads.....Can pads go bad with 1/2 life still left on them?
Was told these were VOLVO pads. No refund sense pads at two years old. Any thoughts?
