The solid tappets cam out in 2000 models.

Solid tappets should definitely be a fix as there is no mechanism with a solid tappet to "pump up" to hold valve open.

Solid tappets wouldn't stop a repetitive short run in cold weather from fouling spark plugs, but this would be a no-start with normal compression (engine would turn over with normal sounds but not run).
