The fuel door lock is tied up to the door locks. You have to unlock the drivers door to unlock it. If it does not unlock there is an override mechanism in the trunk. There is a carpet flap behind the right side rear lights cluster with two plastic things that keep it closed. Turn both 90° and open the flap. Look to the interior side of the right rear fender corner. There is a silver wire loop. Pull it towards the rear of the car and the fuel door flap unlocks.
