Brake Lights

I have a 2003 XC70, the two rwear brake lights have stopped working and I am getting a flag on the dash when I step on the brakes saying "Check Brake Light".
The upper center light in the rear window works.

I have checked all fuses and current passes throught them and they are fine.
I have checked both bulbs an dboth are fine I have replaced them anyway.
I have checked with my INDIE and he recommended that there are two relays that are housed the rear fuse panel, checked with the dealer and they has been a problem with them order them both and replaced them.

I have checked the Brake light switch thinking there was a multiple wire application. There are only two wires on the switch and it is working as the center brake light and the transmission lock out, cruise control all work fine.

when the brake pedal is pressed a clicking is heard at the fuse panel in the rear 9must be the realy.
There is no current at the brake light sockets

I am ready to take this into the dealer and fear the $$$$ for tracing.
Has anyone any ideas where to look before I do?
