I have the same problem with my 1998 coupe since I lowered it. I seem to run over those concrete parking stops! You should be able to raise your car by installing taller springs, but I would do both front and rear. I know that when I lowered my car several things changed. I assume it would work the other way around, too. The steering geometery changed and I had to file down the stop pads in order to restore the turning radius, and other front end settings had to be fiddled with, too. I would probably not undertake this without serious help from Volvo or a shop you can really trust to know the car and what they are doing. It is easy to raise the car, but not easy to deal with the myriad of things that it will affect.
