Sounds like someone disconnected it. And the only way to find out is to lift the center console. For a button that you never want to use. It is meant only for driving on ice, and then, only to get started.

It is not meant for 'winter' driving, but stuck driving. It will make the car start in 3rd gear, slipping the torque converter and doing damage if repeatedly misused.
