Finally got back to working on this car. (Fortunately my daughter left her V70 when she moved away for a job, so I have that to drive in the meantime.)
I charged the battery again and tired starting it with the throttle to the floor from the very beginning. It started almost immediately and has started normally and run well several times since.
My conclusion is that the new spark plugs must have been what it needed. It didn't start the day I changed them though and I find it hard to believe it could have still been flooded then because there had been no attempt to start it for 24 hours before that and the top of each cylindar was open to the air while I changed each plug. I did not, however, put the pedal to the floor immediately when I tried to start it that day, though I did put it to the floor that day after my initial attempts failed. Regardless, though, it seems fine now.
My OBD is still dead, though I did get the LED on the A box to flash briefly when I was fooling with it when the car was running. (Yes, I know that's not when you read it.) So that proves it's getting power at least sometimes. I suspect it's the buttons that aren't making good contact so I plan to take the boxes apart and see what I find inside.
Thanks to you for all your suggestions. You never know which one will trigger a solution when you're stumped and it appears the "pedal to the floor to clear flooding" was the key I needed even after I had fixed the actual problem.
