Tires H-rated vs. V-rated? 850 1994

I find this forum extremely helpful. Thank you, all, who already helped me with my previous questions.

I am facing a dilemma of replacing two front H-rated no brand tires, primarily because tire shop saying they have about 29K miles on them and they really mess the balance, at 60-65 mph they go wild (I have brand new American Racing wheels, those balance to "0" without tires). However, I went to a local shop they checked the book and told me that I can only install a V-rated tires, because of sidewall stiffness on those. Those babies are at least $120 per tire. Will it be smart to buy 4 H-rated tires instead of two V-rated? I am about to spend $250 for this deal. Any good places to buy tires both online and offline, so far I checked TireRack.com?
