Wheres the best place to get up to date on obd2 data access?

Im trying to sort this all out, figure out what to buy. I dont have specific vehicles in mind yet. Ive been driving 240, 740. I can see, possibly, s80, s60, maybe
96 thru 2004 accord or camry in the future.
Im hoping to find the most effective, and least expensive way to access the obd2 data.
