To my knowledge on Volvos warranty in general (not a warranty expert mind you), Volvos bumper to bumper warranty is 4 years/50K miles. Federal emisions is 5/50 and I'm not presently aware of anything covered past that on '95 Volvos.

Failing airpumps are not an unusual problem with cold weather and the air pump "check" valve MUST also be replaced as well or the new airpump will also fail.
