why non-adjustable headrests in the 850? 850 1994

I'm driving a pristine Volvo 850 turbo wagon. I love the seats in it. I've driven coast to coast in it and am still happy with them. However, when I bought the Volvo, I thought it was odd that the head rests are non-adjustable. My girlfriend has been saying that she gets back aches in the Volvo seats because the headrests are too high. She can never get very comfortable in the seats. She said it would be a lot better if she could lower the headrest.

Why do you think Volvo put non-adjustable headrests in their cars?
