P0455 - Canister? 850 1996

Looking for a little advice before I purchase a replacement canister. I was trying to find the leak in a hose (the code's shown since I changed my radiator, I figured I put a little hole in one of the hoses, apparently not) and found that I get pulsating air into the canister without a problem. However, I get no suction a the exit joint to the tank, it all appears to go up the big hose to the shut-off valve. I don't know where to go next. My thoughts are the charcoal has clogged inside and the only passage out is through the shut-off valve. However, I don't know if perhaps the car thinks the tank pressure is OK so it re-routes the vacuum to the valve (and to atmosphere) instead. I will say that when starting the car with the drivers window open I will smell fuel for a minute or two sometimes. Perhaps that'll narrow it down for someone.

I guess I should add, I 'checked' the tank area and it didn't appear to be leaks/bad fill hose, however I didn't really do a thorough job. The gas cap is good.
