tire recall for my 850R? 850 1997

Can anyone confirm a rumor that Volvo has recalled the Pirelli P zero's (205/45zr17) that are standard on the 850R. I have replaced them twice already and just noticed a bubble in a new (10k) tire. Whats the problem? Did Pirelli not design a strong enough tire for the weight/performance of the car? I'm really getting frustrated replacing tires. Any feedback would be helpful.
