wheels spin in snow - clicking sound within dashboard 850 1997

When my wheels spin in the snow, there is a clicking sound coming from behind or below the steering wheel. It sounds like the noise a piece of cardboard makes when it is stuck to a bicycle and the spokes of the bike hit it. Is this normal? It almost sounds like a warning sound telling me that my wheels are slipping.
