94 850 Turbo, no cold weather start 850 1994

Have a high mileage 850 Turbo that ran fine all summer, rough starts in the Fall, but OK when warm.

First "cold" morning (17 degrees) and it started, but "chugged" for a few seconds and died. Felt like when a choke is not working, but obviously an FI car does not have a choke.

Will try to start, but only gets a few pops and never fires up now.

My guess is that "something" that tells the system to richen up for cold starting is not working?

Any help or direction would be appreciated!
