Do I need new struts?? C70 2003

I have a problem with the tires in my car they are cupped (real noisy)and they tire dealer is telling me that the stuts are Bad and caused the damage to the tires. The car has 85,000 miles. This is my 3rd Volvo and I have never had the shocks/struts go bad this fast. Is he just trying to sell me something or are the stocks on this model just junk? Any advise is appreciated.
