Does temperature affect performance? V70-XC70 1998

I took my 98 v70 AWD (has a light pressure turbo) in to have the Check Engine Light coded. Turns out it was running lean and they believe that one of the vacuum hoses was collapsing. Had the hose replaced, and the car seems to be running fine, but when I jump on it, there seems still to be a lagging/loss of response and pick-up. It's about 10 degrees fahrenheit out right now, a bit colder than it's been, but I was under the impression that, if anything, colder weather would improve the performance/response of turbocharged cars. Any thoughts? I'm tempted to go with my gut, which is that the car is not performing as it should, but the engine light is off and it is running OK.
