Rear seat belt buckle broken? V70-XC70 1998

The center seat belt buckle (male end) is broken and not holding our child seat tight. I do not know if the dealer can get to this next week. Can I change this myself? Is the entire belt changed or just the buckle? Has this part been redesigned so it will not happen again. The dealer says it is a common failure.

Right now we can not easily transport our child until this is fixed. The seatbelts do not go tight enough in the side seats of the rear. The front seat has the airbag. Our other car is a Jeep Wrangler.
