V70 rear wiper voltage mystery V70-XC70 1999

My 1999 V70 with 153K miles had the typical tailgate wiring issue so I butted and soldered all the broken wires. That fixed the rear brake light, defroster and door lock. The wiper still does not work. I checked for voltage at the connector near the driver side hinge and on the wire itself and found no voltage. I cycled the switch on the steering column between both settings and still no luck. I did hear the relay that runs the intermittent setting click properly. The fuse #35 is good because the rear wiper fluid pump operate and delivers fluid to the rear window.

Any help would be appreciated.
