1999 V70 XC

The ECM, before you send it off to xemodex, take your throttle body off and give it a really good cleaning. It shouldn't take more than an hour to get the Throttle body off your car the first time. Get it off, clean it very well, lubricate the moving parts and put it back on. It should last 6+ months longer without incident (perhaps forever, who knows?) though you might have to send it off eventually (though it is like 5-600 for them to do the job..)

Now, as to your transmission. It isn't in winter mode, its in Limp mode. I'm not entirely which code you have, as you listed TCM-00013 0008. 0013 (note only two zeros not three) is for the SL solenoid which wouldn't cause limp mode, just incredibly hard shifting (and a few other minor things.. It'd still have 1,2,3,4 gears..) The 0008, is the Shift Solenoid 2 (which does cause limp mode meaning you're only in 3rd gear.) so I'll assume that is what you have. Regardless if you (or a shop) goes through the trouble of opening up the transmission, check all the solenoids.

This issue can either come up from a bad solenoid or bad wiring. 90% of the time its the solenoid, as its pretty difficult to cut one of these wires (however, depending on what you run over, its possible). To replace the solenoid still requires you to drop the subframe (not a quick task) which might be something you have a shop do. You should get them to test all and replace 1-2 solenoids for under 1000 (that includes labor). Not what you want it to be, but not 4600.

When/if you get this fixed flush the transmission. Then perhaps the car will last well through grad school ;-)
