Rear seat latch--small section V70-XC70 1998

Seems most posts on this topic are for the opposite problem--seat won't un-latch. I've gotten to the point where I avoid folding down the right rear seat back in our wagon at any cost. It releases just fine, but the "flag" doesn't pop up. When you want to latch it back in place, it simply won't latch. If I grab hold of the flag with a mechanics pick and pull it up, which is a healthy PIA, then the seat will latch and the flag drops down. It looks to me like taking apart this assembly would be a study in broken plastic parts. Any suggestions?
