errant ABS - Brakes 850 1996

I have a '96 854 T-5 with a habit of applying what appears to be the ABS. It comes on regularly, after a few miles of driving. Depending on the pedal pressure, it can be a small vibration or a really bad shudder. My mechanic says it could be the sensors, but he's cleaned them and it still does it (new pads last week as well). Living in San Francisco doesn't help. The ABS and Traks Off lights also have come on together after some freeway driving but I don't think they're related (computer diagnostic shows no problems).

Is there anyone who has encountered this problem and has any idea how to fix it?
