The design of the injectors uses the top seal to keep gasoline in the fuel rail, and the bottom seal keeps air out of the combustion chamber. The fuel is sprayed into the combustion chamber as a fine mist. I do not see how any liquid gasoline can come UP from the bottom of the injector without the injector being faulty/cracked.

If gasoline is flowing from the top seal after seal replacement, the seal itself is probably at fault. Even a hairline crack will allow fuel to leak around the seal.

The 1994 fuel rail and injectors are easy to work with and any mechanic worth something will have an easy time inspecting and/or replacing seals.

Check the vacuum line that goes from the pressure regulator to the vacuum tree next to the throttle body. If there is any gasoline in the line or the line does not hold pressure, the regulator needs to be replaced. But that should not have any bearing on the gas leak issue.
