electrical sound when starting S70 1998

Not much to go on, is there?

When you turn the key to posII, the idle air control motor starts up but that is in the forward engine bay. After start, the air pump will run for a minute or so until the engine warms up a little.

Try this, if you have ECC. Turn the fan speed to zero before putting the key in the ignition. You might be hearing the ECC unit checking all of the dampers and turning off the automatic function will prevent the ECC from doing its checks.
