when I had the same problem, I could hear a constant click coming from the relay area. I put my hand on them until I could feel it was #16 or #17 that was clicking. That's how I found out that was the relay that worked with the rear wiper.

The only other suggestion is to recheck the wiring bundle at the hing of the tailgate.
