freezing throttle? 850 1994

The throttle on our non-turbo automatic 94 850 has developed the peculiar habit during this recent snap of below freezing weather. It feels as though the throttle "freezes". It takes a tap of the foot to break it free.

I found that the 94 850 had a recall for this problem. So I called the dealer (Lehman Volvo--Mechanicsburg, PA. The service person there told that this recall did NOT apply to our car since it only happens in turbos. He thinks it might be a dirty throttle body.

My questions are:

Is there a "secret recall" for non-turbos with this problem?

Could he be right?
