My 1995 854 GLT had this exact problem a month ago. I asked the same question on this board and all said it's dirty throttle body. With a little skeptism, I cleaned mine. The problem was fixed immediately!

Very easy to do (less than 1 hour job even if you're very picky). While you're doing it, you might as well change the flame trap.
