Volvo Won't Repair Fuel Leakage In Certain States?

We are looking for a second Volvo but I have heard that there are fuel pump/leakage issues with some models such as the 2001 to 2004 S60/V70/XC70, 2001 to 2005 S80, and the 2003 to 2005 XC90.

There is apparently a program where Volvo will repair the fuel pumps in some states like Virginia, but not others like Maryland (where we live).

Has anybody with these model cars heard about these issues? Is it true that owners in Virginia received notice of the fuel pump issues and were offered a fix, but not owners in Maryland?

I did find online a copy of a DOT investigation which I can forward to anyone interested. It mentions Volvo extended the warranty coverage on those vehicles.
