Code P1017 Engine control module (ECM), internal fault, Faulty signal??? V70-XC70 1999

What is the most cost effective way to buy a Volvo scanner? On ebay I see a bunch of ODBII cables that terminate on the other end to a serial or USB end that you plug into a laptop. Does anyone know if this setup with the software will reveal true Volvo codes, or is this simply the same as my ODBII reader? It looks like the cheapest Volvo scanners are around $400? Anyone have any input?

I wouldnt mind owning a scanner, as the Vovlo dealers in my area are less than stellar when it comes to things like asking them to read a code. They will do it, but the minimum they charge is 1/2 hour labor, and you are LOW priority.

The Volvo indies are not close enough to make it practical for me for a code read.
