White emulsion in motor oil dipstick 850 1994

Greetings to all,
I have noticed a whitish emulsion clinging to the dipstick when I check the oil on my wagon. I remember seeing this many years ago in a VW beetle. There is obviously moisture emulsifying in the oil. Can this be caused by my relatively short commute (5 miles, 15 minutes) alone, or is there a PCV valve or a ring that is not working properly? Anything else I need to check?
