Here's the update:
I pulled the glove compartment out along with the kick panel. The location of the black self you pointed me to had no relay on it. I thought it had been dislodged and so the search began. Nothing.

So I checked the Owner's Manual. It directed me to the Main Relay Box. It is located next to the brake fliud resevoir. I then had my wife start up the car with the temperature setting in the six o'clock postion (the blue setting) and the fan at max. I put my ear directly on the ac fuse. She then pushed the ac button. NO CLICK! She turned it off and on again. No Click. I tapped the relay. No click.

Does the 98 S70 have a different location for the AC relay? I am trying not to get too excited, because it could be something as simple as the relay in that Main Relay Box. What do you think?
