Bent wiper arm? S70 1998

I noticed that my driver side wiper arm is slightly twisted from the spring assembly to the wiper blade holder. I also noticed this on my neighbor's spanking new 2000 S70 2.4 too.

I have been experiencing wiper judders for the past 1.5yrs and countless efforts to clean the windscreen with whatever chemicals yielded no success. No Rain-x, new Trico wiper blades. Previous attempts with Bosch and OE blades also caused judders.

Could a mis-aligned wiper arm be the ultimate cause?
