850 Torque Rod Bushing questions 850 1996

In an earlier post (http://www.brickboard.com/AWD/?id=1480152), I got some excellent information on the bushing on my car.

I found some instructions on how to replace one in the car: http://www.matthewsvolvosite.com/2009/10/replace-upper-engine-mount-w-oem-bushing/, and am getting ready to do that.

Two questions:

1. My Haynes manual has a footnote in the torque table emphasizing that a new nut and bolt must ALWAYS be used for this bushing. Am I correct in thinking that this is not a hardware-store Grade 5 bolt, then? Time to visit the dealer?

2. This is the first time I've encountered one of those "torque to X foot-pounds then tighten Y degrees more" torque values. I've heard that you can buy protractor attachments to help with this; can you just mark the bolt head and adjacent body parts and tighten to a mark?
