AC fiasco 850 1996

Followed your directions. Put in almost all of a 24 oz. can of freon. I can now feel a little bit of coolness but not even close to what it was. I watched the meter on the can which registered around 45, could not get it to go above that, but when I first hooked the can up the meter showed a little over 100. Car was not running when I hooked it up. Does it sound like I will need to buy a new AC?
