Vibrating wheels 850 1994

I am looking for an advice about my front wheels, that vibrate badly after 60 mph. I had Costco to rebalance them several times but they still do that. They keep saying that it could be a problem with steering box. I had the car checked and they couldn't find anything there. Costco puts weights only on the inside of the rims. Could that be a problem?

I will appreciate any kind of advice on that, because it really bothers me while I am on the highways.
