Many a car buff has weights only on the inside to avoid scruffing up and giving the rims a cleaner look. I have had inside stick-on weights on my rims for years and have no balance problems. Have the wheels been rotated? Moving wheels from front to back or whatever can throw the allignement off. Are they quality tires on OEM rims? Cheap aftermarket rims are not "true" to round. Has the car sat for very long or the wheels stored vertically for a long period causing flat spots? Just some thoughts. Why not try one last re-balance at another shop.
