2000 XC70 Wont Crank V70-XC70 2000

as of last week this XC would not crank!
when the key is turned it does nothing! no solenoid click nothing!
There is no Flashing amber arrow light!
Today replaced the neutral safety switch <no change
battery is good
starter is good (if i run a jumper directly to the solenoid spade connector and touch it to the "hot" side of battery car starts just fine!

so is there a relay?
