Electronic climate control problems 850 1984

After installing a new ac evapator the electronic climate control is acting up. the dampers seem to have a mind of their own and inconsistant. must one have a dealer set the dampers again after a dash removal? can one program them without a handheld scan tool on the 1995 and earlier. my haynes talks about programing one damper after replacing it. but it didn't take.
